I don't buy it- the terror they can instill with detonator caps is nothing compared to functional explosives. All they seem to have accomplished is to give the authorities more suspects and the ability to better unravel the rat's nest in the UK.
 
I think we disagree about how to be a terrorist who's good at his job. IMO, that means attack often; if you can't do that, then attack big. Given just how badly executed this one was, and two details (near simultaneity, small explosions), without having full information, it looks to me like this might be either a copycat without real resources or a technology test. But, either way, it still works for the terrorists' immediate objective.
 
That's the rub, isn't it. It is so easy for a terrorist to achieve his goal, that anything, even just a guy shooting up a subway car would inflict massive terror. I suppose it is possible that it was a materiel challanged cell, just unlikely.
 
Clarification: "resources" can include intellectual resources as well. (Richard Reid comes to mind)
 
Good point, any moron can try and sometimes succeed.

CNN reports that intent was to kill, but that doesn't mean much.
